Android messenger will not download texts on wifi

I read on another thread that turning 'wifi calling' off will allow the pictures in a text to download normally while you are on wifi. I tried this and it worked. Obviously, the wifi calling should not make a difference, but apparently it does. Would be great if someone from ATT would respond to this issue.
